Dr. Kuo founded Comdek in 1985. With the spirit of a pioneer, he has been actively expanding into the international market and promotes the globalization of the company. Comdek established subsidiaries in the United States, Germany, and Switzerland between 1989 to 1991, and insisted on providing services and operations under Comdek and localized operations. Comdek has become an important part of the global supply chain. In 1992, Comdek entered the biomedical industry and has been invested in the R&D of advanced medical devices.

Dr. Kuo has a background in science, engineering, and management, and has industrial and academic experience in information technology and biomedicine. He has also taught at the National Taiwan University of Science and Technology (NTUST) since 2007. From 2011 to 2014, Dr. Kuo served as the chairman of the Taiwan Medical and Biotech Industry Association (TMBIA). During this period, he actively promoted industrial upgrading, regulatory harmonization, and opening up the capital market to create a competitive environment for Taiwan's biotechnology industry. As an industry leader, Dr. Kuo is invited by government agencies and academia to provide advice in biotech, and his contribution has been recognized widely.
